9.04 UNR keyboard problem

    Having done a fresh install of 9.04 UNR selecting English as the installation language and French for the keyboard I was surprised to find that the keyboard map for the login screen remained English whilst the map once logged in was French. I resolved this problem by changing the keyboard map to "fr" in /etc/default/console-setup. I now note however that if I launch a console (Ctl+alt+ Fn1) the keyboard map is once more in English. I would like this to be in French as well so can anyone point me in the right direction please ?
