camcorder display on surface pro 4

    Is it possible to use the surface pro 4 to display the what a camcorder is seeing. In other words, can the video display port on the surface pro 4 input video to be displayed on the surface pro 4 screen. I can do this if I connect camcorder to my desktop monitor (using HDMI cable). So can it be done with a laptop.
