ERROR: System is not fully installed, please run setup agai

    Got all my partitions figured out. Booted to recovery. Recovery looked OK, but when I reboot I get the Windows start up screen, then a dialog box with "The System is not fully installed. Please run setup again". Did this multiple times, same error. Suggestions?
