Welcome to the laptops forums site

Any newish windows laptop/tablet should be able to run a android emulator.

A program called bluestacks is a good place to start

You will have to look at buying a chromebook, but they are a web based type of laptop with limited storage space

Google Play Store is only found on ANDROID systems. eg - Smartphones...

HOWEVER Android CAN be Installed on a spare Laptop... (or Desktop)

See this Article on How To Geek
    https://www.howtogeek.com/howto/22665/run-android-on-your-netbook-or-desktop/

As you don't own a Laptop currently. - it will be a waste of money buying a full blown - brand new Laptop just to rip out Win 10 and start again...

Could I suggest you buy a Second hand 'clunker' Cash Convertors or similar Second Hand shop
Even Look up Refurbished Laptops on Amazon... I got a nearly brand spanking new Acer 14" laptop for £145 as it was sent back because the user didn't like Win 10 !!! and because they didn't send back the Set-up Disks.

    Hope you find this helpful

I don’t think there are any laptops which come pre-installed with Android. As it is predominantly a mobile operating system (phones/tablets mobile) your only option for a laptop would be to buy a windows one and format it and install Android using a guide like above.

Have you considered a tablet with keyboard?

Why must it be a laptop? What specific use do you have that a chrome book won’t cover?
    Cheers
