Go to the Apple icon, (Top left corner of your screen). Select System Preferences. When it opens the "icon" will reappear in your dock. Right click on it when open - select "Keep in Dock".

If System Preferences does not show up when you search for "System" in Spotlight (top right of screen) then it's not the the icon you've deleted but the entire application. To recover, you need to know which version of OSX you are running - you can either then extract the System Preference App from a relevant OSX update using Pacifist or hope that someone with the same version of OSX as you can send you the application file. I am unfortunately running Snow Leopard so can't help further. Good luck.
