minimal power management?

    hi,
    I want to save power to gain more battery life so I set my aspire one to minimal power management.
    But when I check cpu speed in system , I always see "1.6 ghz". So why is the atom alaways at full speed?
    Frequency should be something like 700 mhz when the cpu is idle !
    ps : I use xp pro and I have installed all the latest drivers for everything

    Minimal power management means no power saving features.
