No output from VGA port on D150

I am unable to get video out from the VGA port to my TV which has both S-Video and standard single (yellow) video input. I was running Windows XP SP1 and upgraded to Vista. The problem is the same in both operating systems. I use the Function Key plus F5 and stll no results. This model has the Intel Graphics Accelerator video card. I am using a cable with connections for both inputs. I've tried alternating using both or one or the other to no avail.
