panel re-size?

    dear Illuminati, i'm new to the linux software.
    I have an aspire1with linpus lite v.1.0.7.E
    I managed to change icons in the connect panel; firefox & thunderbird.
    My problem is, that the xfce settings manager, desktop preferences, the window manager, are too big for the screen.
    I can't see the bottom of the panel with the help and close buttons.
    also unable to re-size with "left click and arrow"
    I searched, but didn't find the right answer.
    Could any one advise please?

    Press and hold alt then click anywhere in the window and then drag. Linux is smart when it comes to low res screens.

    much obliged, thank you very much!
    Press and hold alt then click anywhere in the window and then drag, worked to a point, dragging the panel around.
    The taskbar is still in the way, at the smallest panel size.
    so far I am setting the panels to stay on top, left panel to menu item.
