Phoenix - the linux Visual Basic?

    If i am correct Phoenix is a Linux version of Visual Basic.
    I tried to install it but cant find it even though it says installed - yes i have advanced hack.
    Can it be installed? Can someone give a clear step-by-step i would be very greatfull!
