On these older 8g SSD's when you format and reload the OS does the formatting does that reclaim the lost sectors?

Until someone pipes in - format (by definition) will attempt to recover lost sectors. If the "sector" is damaged (read/write algorithm) - it will flag it as bad and continue.

vpnavy thanks for your reply I am looking at down the road when my SSD gets slow from blocks not being reused will formatting bring it back to a near new state. I have an early A1 with the 8g SSD too old for "TRIM" so even installing W7 will not help it, or will I be faced with updating the SSD?
