what is 16GB SSD ?

    It is a Sixteen GigaByte Solid State Drive.

    why is it so different to a normal hard drive and is the ssd better ?

    It is effectively a memory card. It is better because it does not contain mechanical parts, so it survives much more shocks. It is worse because solid-state drives are smaller. Also, solid state drives "wear out", having a maximum of times that they can be written. This is probably also true for magnetic hard drives, but slightly more of an issue with the SSD.

    One of the advantages of an SSD should also be that the absence of an engine makes it more power-efficient, which is always good on a laptop.

    as an owner who has bought the 8GB SSD model i can tell you that the particular model of SSD used in the One seems to be very slow. there are many much faster drives (and compact flash cards) out there, but apparently acer wanted to save a buck and included a model that was outdated years ago. i am therefore replacing the SSD with a proper hard drive.
